UNCDF is the United Nations Capital Development Fund, mandated to assist developing and least developed countries in strengthening local economies through access to capital via grants, loans, and guarantees. With its unique position within the UN system, UNCDF focuses on financing development at the local level, supporting the achievement of the 2030 Agenda for Sustainable Development and the Doha Programme of Action (2022–2031).
The Local Climate Finance Specialist will lead the implementation of the Local Climate Adaptive Living Facility (LoCAL) in Tanzania. This includes managing climate finance strategies, partnerships, programme implementation, and capacity-building at the local level.
Duty Station: Dar es Salaam, with potential relocation depending on project needs.
Reports to: Regional Climate Finance Advisor (based in Nairobi, Kenya)
Launched in 2021, LoCAL-Tanzania supports climate-resilient local development via Performance-Based Climate Resilience Grants (PBCRGs). The programme is being piloted in Chamwino, Kondoa, and Mpwapwa (Dodoma region), targeting over 800,000 people, particularly women. Expansion is expected in 2024–2025 with support from the EU, Sweden, Norway, and Belgium.

Key Responsibilities
1. Programme Management
- Lead implementation, supervision, M&E, and reporting.
- Coordinate with partners and ensure synergy with other projects.
- Manage ERP systems, risk logs, and audit processes.
2. Team Leadership
- Supervise national staff and field teams.
- Ensure performance management, coaching, and development.
3. Technical & Policy Advisory
- Provide guidance on NDCs, NAPs, PFM, and climate finance frameworks.
- Support development of ToRs, MoUs, and recruitment of consultants.
4. Knowledge & Communication
- Lead knowledge sharing, training, and communication strategies.
- Create and disseminate progress reports and best practices.
5. Partnership & Resource Mobilization
- Represent UNCDF in UN and national platforms.
- Lead fundraising and partnership-building for LoCAL/UNCDF.
Required Qualifications
Education
- Master’s Degree in Climate Change, Environment, Development, Business Administration, or related fields.
OR - Bachelor’s Degree + 2 additional years of experience.
Experience
- 7+ years (Master’s) or 9+ years (Bachelor’s) in climate/environmental project management.
- At least 3 years’ advisory experience at national/local levels.
- Experience in Tanzania or Africa is required.
- Strong understanding of decentralization, local development, and climate finance.
- Familiarity with UNFCCC, GCF, AF, and UN systems is a plus.
