The Government of the United Republic of Tanzania has continued to enhance its salary system for public servants through the implementation of the Salary and Incentive Policy, which was introduced in 2010. In the fiscal year 2022/2023, significant salary adjustments were made for government employees, with the new rates officially coming into effect on July 1, 2022.

The minimum wage was increased from TSH 300,000 to TSH 370,000 per month, reflecting a 23.3% rise. This demonstrates the government’s commitment to improving the welfare of its employees while ensuring that public servants operate in a conducive work environment that aligns with the actual cost of living.

These salary adjustments are outlined in the Government Employees Circular No. 1 of 2015, which has been updated along with its annexes, from No. 1 to No. 11. The criteria for salary payments consider the employee’s level of education, length of training, and acquired specialized skills. These adjustments apply to employees in the central government, local government authorities, public institutions, and even retirees who left service after July 1, 2022.

New Salary scale 2025 (TGS Salary Scale)

The TGS Salary Scale system remains the official framework used to determine salary levels for government employees in Tanzania. This structure aims to standardize payments by considering factors such as education, experience, job type, and professional competence.

Given the dynamic economic and social landscape, the government frequently revises salary scales to ensure that wages remain valuable and keep pace with inflation and the overall cost of living.

Salary Scale Categories (TGS Salary Scale 2024)

The government salary structure for 2024 is categorized from TGS A to TGS J. Each level has specific salary allocations based on the employee’s experience, nature of work, and their role in the public service.

Example of Salary Levels:

  • TGS A – This is the entry-level category in the salary scale. Employees in TGS A.1 receive a starting salary of TSH 380,000 per month.
  • TGS J – This is the highest category, where employees at TGS J.1 earn up to TSH 3,380,000 per month.

Each grade has progressive salary increments from the lowest to the highest level, ensuring that employees receive periodic pay raises based on their length of service and work performance. This system is designed to motivate workers to remain diligent and enhance their productivity as they gain experience.

Importance of the TGS Salary Scale System for Government Employees

This salary structure plays a crucial role in enhancing the efficiency of public servants in the following ways:

  1. Fair Compensation – The system ensures that employees receive wages that match their qualifications and responsibilities, from lower ranks to senior positions.
  2. Regular Adjustments – The government has implemented a policy for periodic salary reviews to align with the country’s economic conditions and rising costs of living.
  3. Employee Motivation – Salary increments provide strong incentives for employees to work harder, improving service delivery to the public.

For the 2024 fiscal year, government employee salaries have been carefully structured to reflect the country’s economic realities. Employees at different levels receive salaries that correspond to their contributions to government operations while being encouraged to enhance their efficiency in their respective roles.
