BRAC Maendeleo Tanzania, part of this leading development organization, began its operations in 2006. It focuses on key thematic areas such as Agriculture, Youth and Women Empowerment, Food Security, and Livelihood.

About the Programme

In partnership with the MasterCard Foundation, BRAC International (BI) is implementing an initiative aimed at positively impacting 1.2 million adolescent girls and young women, along with 9.5 million people across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.

There is an urgent need to support adolescent girls and young women (AGYW) living in poverty, an issue exacerbated by the global pandemic. Through this initiative, BRAC will deliver scalable economic development approaches, fostering agency and advocacy among AGYW. The program will ensure they transition safely from adolescence to adulthood, equipping them with skills, tools, and access to finance to build sustainable livelihoods.

Job Opportunity: Safeguarding Manager

Position: Safeguarding Manager (1 Position)
Job Location: Country Head Office – Dar es Salaam

Purpose of the Job

This role will lead safeguarding activities for all programs in Tanzania, with a key focus on the Accelerating Impact for Young Women in Africa (AIM) project.

Key Responsibilities

  • Lead the implementation of the six safeguarding policies by training program leads, AIM project staff, and other stakeholders to ensure 100% compliance.
  • Ensure country management and program leads actively champion safeguarding efforts.
  • Act as the primary reporting channel for safeguarding concerns, ensuring survivor safety and support in line with a survivor-centered approach.
  • Conduct safeguarding risk assessments and integrate risk mitigation strategies in programs and operations.
  • Lead case management for safeguarding violations, ensuring compliance with donor reporting requirements.
  • Develop staff capacity in conducting sensitive investigations and producing high-quality reports.
  • Maintain organizational reporting and response mechanisms that are functional and community-friendly.
  • Map and update local support services available for survivors across operational regions.
  • Maintain the online safeguarding case management system and ensure timely follow-ups.
  • Lead the annual safeguarding budgeting process, monitoring expenditures and follow-up actions.
  • Prepare quarterly reports on safeguarding cases for BRAC International management.
  • Address audit review findings related to safeguarding.
  • Create impactful presentations for senior management on safeguarding trends and cases.
  • Participate in program design meetings and workshops to ensure safeguarding measures are integrated.
  • Represent BRAC Maendeleo Tanzania at external safeguarding network meetings.
  • Supervise officers and interns within the Safeguarding Unit, providing mentorship and guidance.
  • Establish a Community-Based Feedback Mechanism and a Complaints and Feedback Task Team.
  • Develop and display IEC materials and organize an annual Safeguarding Week.

Required Skills and Abilities

  • Education: Bachelor’s degree in Sociology, Gender and Women’s Studies, Development Studies, International Development, Anthropology, Economics, or a relevant discipline.
  • Experience:
    • At least 7 years of experience in the development or humanitarian sector.
    • At least 3 years of experience working in safeguarding, protection, gender, or GBV.
  • Competencies:
    • Strong conceptual and analytical skills in safeguarding.
    • Proven experience in implementing safeguarding policies and practices.
    • Ability to build trust among stakeholders and encourage reporting of violations.
    • Strong confidentiality and sensitivity skills.
    • Knowledge of international safeguarding standards and best practices.
    • Experience conducting complex safeguarding investigations.
    • Excellent facilitation, public speaking, and communication skills.
    • Strong relationship management and teamwork abilities.
    • Ability to handle competing demands and tight deadlines.

Safeguarding Responsibilities

  • Ensure the safety of team members from harm, abuse, neglect, harassment, and exploitation.
  • Provide safeguarding guidance and establish a safe working environment.
  • Promote safeguarding policies and standards among team members.
  • Follow the safeguarding reporting procedure and encourage others to do the same.
