Position Title: Procurement and Logistics Officer
Position Location: Shinyanga Program Office, Tanzania
Manager’s Position: Accountant

Job Summary:

The Procurement and Logistics Officer ensures that all Lifewater programs in Tanzania comply with procurement systems and processes for both local and international procurement of goods and services. This position will promote adherence to national and Lifewater policies, proactively identify and report risks, and ensure transparency, integrity, and accountability in all procurement-related activities.

Key Responsibilities:

Procurement Operations

  • Draft and implement the annual procurement plan.
  • Ensure procurement is completed, documented, and delivered to the end-user in a timely manner, adhering to specifications and Lifewater guidelines.
  • Record and submit requests for the purchase of goods and services, following up on orders to ensure timely delivery, and verifying quality and accuracy of deliveries.
  • Request quotations and issue purchase orders to suppliers and service providers.
  • Compile relevant supporting documentation for procurement procedures.
  • Establish and maintain a pipeline of recommended suppliers, overseeing logistics, goods storage, and movement.
  • Periodically update the pre-qualification list of suppliers and service providers, seeking annual approval.
  • Develop adverts for tenders and participate in supplier pre-qualification processes.
  • Liaise with finance to ensure compliance with monthly payment schedules.
  • Collaborate with the management team to detect and mitigate fraud, conflicts of interest, and legal issues in Lifewater’s activities.

Contract Management

  • Establish and maintain a central register of contracts and develop databases for key suppliers and contractors.
  • Manage contracts, ensuring effective implementation in collaboration with user departments.
  • Prepare and dispatch LPOs for goods and services, ensuring timely delivery.
  • Monitor supplier performance, highlight concerns, and recommend alternatives as needed.
  • Ensure invoices reconcile with purchase orders and receipts.
  • Safeguard bid documents, purchase requests, and contracts, ensuring transparency through public posting.

Logistics & Administration

  • Ensure goods and materials meet specifications and are purchased at the best prices.
  • Manage clearing, forwarding, and transportation logistics for the organization.
  • Oversee fuel purchasing and usage, implementing loss prevention measures.
  • Ensure legal registration, tax, and insurance of vehicles and assets as required.
  • Collaborate with the HR manager and APM to maintain lists of equipment for maintenance and replacement schedules.
  • Provide orientation to new staff on procurement procedures in line with Lifewater policy.
  • Prepare and submit monthly procurement reports to the Country Director.
  • Submit weekly 1:1 status reports and monthly timesheets to the supervisor.
  • Conduct site visits for construction-related procurements and collaborate with engineers to verify deliveries.
  • Conduct market surveys for pricing and maintain a list of prices for commonly purchased items.

Fixed Assets and Inventory Management

  • Carry out periodic physical inventory counts with the finance team.
  • Support field teams in maintaining inventory records for stock movement.

Key Performance Indicators (KPIs):

  • Consolidated Procurement Plan in place.
  • Prequalification of suppliers.
  • Effective contract management.
  • Timely procurement of goods and services.
  • Timely payment of suppliers.

Work Experience and Competencies:

  • Minimum of 3 years’ experience in procurement and logistics with increasing responsibility.
  • Strong understanding of procurement ethics and donor compliance.
  • Ability to multitask and process information efficiently to prevent delays in program activities.
  • Excellent attention to detail, ability to meet deadlines, and work independently.
  • Capable of prioritizing tasks, solving problems, and managing strategic and operational details.
  • Strong teamwork and accountability orientation.
  • Well-developed analytical and reporting skills.
  • Excellent judgment, communication skills, and a high level of integrity.
  • Proficiency in Microsoft Office, email tools, and cloud-based services (e.g., SharePoint, OneDrive).

Required Qualifications:

  • Bachelor’s degree in Procurement and Supply Chain Management, Stores and Supplies Management, Logistics, or related fields.
  • Certification in Procurement and Supply Professional (CPSP) is an added advantage.
  • Knowledge of international and national procurement regulations and local market conditions.
  • Proficiency in MS Office (Excel, Word, PowerPoint); experience with database management (e.g., MS Access) is a plus.
  • Flexibility to adjust schedules as needed, problem-solve, meet deadlines, and communicate effectively.
