In response to the Rwandan crisis and the ensuing refugee crisis in the Kagera Region in Northwestern Tanzania, CARE started operations in Tanzania in April 1994. In the majority of the country’s regions, CARE Tanzania has created cutting-edge health, education, microfinance, and environmental initiatives throughout the years. A proactive, experienced Tanzanian is needed to fill the role of Technical Director for Village Savings and Loan Association (VSLA), according to CARE Tanzania. The policy aims to reduce poverty and promote gender equality by 2030 by ensuring that 62 million people—50 million of them are women and girls—are economically and socially empowered through savings groups.

Reports To: Director of Global Village Savings and Loan

Job Summary:

The Technical Director will oversee project reporting and partnerships with sponsors, partners, and stakeholders. In compliance with the project work plan, he or she will supervise the fulfillment of all technical requirements, including project outcomes and deliverables. In addition to overseeing a group of five local and foreign employees, the Technical Director will be responsible for representing the organization in the eight nations with both technical and commercial sector partners as well as national and local government partners. The role will translate project goals and objectives into workable strategies and plans while attending senior-level partner and stakeholder events and meetings.

Responsibilities:

  • Leadership, Strategy, and Program Management:
    • In compliance with the project work plan, supervise the fulfillment of all technical requirements, including project outcomes and deliverables.
    • Create and manage a yearly project cycle that aligns with the planning cycles of donors.
  • Program Quality and Technical Oversight:
    • Make sure that all technical areas are strategically and functionally integrated, and that donors, the government, research institutions, the business sector of agriculture, and other implementing partners work closely together.
  • Staff Management:
    • Demands outstanding proficiency and abilities in problem-solving, strategic decision-making, team building, coordination, and delegation with accountability and support.
  • Alliances, Partnerships, and Representation:
    • Make sure that all technical areas are strategically and functionally integrated, and that donors, the government, research institutions, the business sector of agriculture, and other implementing partners work closely together.

Education Qualifications:

  • A master’s degree in development studies, economics, social science, microfinance, or a similar field, together with extra training in business and private sector participation, is required.

Experience and Skills:

  • Thorough, hands-on knowledge of Village Savings and Loan Associations (VSLAs) or other savings group structures.
  • Ten years or more of steadily growing management responsibility in global development initiatives.
  • Prior experience overseeing programs in multiple countries.
  • expertise leveraging VSLAs as a platform for managing multi-sectoral projects.
