UNICEF operates in over 190 countries and territories to support the world’s most disadvantaged children. This consultancy supports UNICEF Kyrgyzstan’s Climate and Sustainability Action Plan (SCAP 2023–2030), with a focus on child-sensitive climate action across Central Asia.
Scope of Work
The consultant will work remotely, providing technical and advisory support to UNICEF and national governments in integrating child-sensitive approaches into Nationally Determined Contributions (NDC 3.0) in the following countries:
- Kyrgyzstan
- Kazakhstan
- Tajikistan
- Turkmenistan
- Uzbekistan
Key Objectives
1. Develop Country-Specific Roadmaps
- Identify key stakeholders and timelines for NDC development.
- Review existing NDCs to assess gaps in child-sensitive integration.
- Develop indicators for monitoring and evaluating child-sensitive content.
2. Support Stakeholder Engagement
- Utilize existing data (e.g., CLAC, CCRI, MICS) to demonstrate climate impact on children.
- Define and cost out child-sensitive interventions in NDCs.
- Engage ministries to ensure alignment and support for inclusive climate action.
- Represent UNICEF in technical working groups related to UNFCCC commitments.
3. Build Capacity
- Deliver cross-sectoral training for UNICEF staff in Education, Health, WASH, and Social Protection.
- Facilitate workshops for the NDC Secretariat, UN Resident Coordinators, and other stakeholders on child-focused climate policy.
4. Promote Youth Participation
- Train youth to meaningfully engage in NDC consultations.
- Work with ADAP teams to support youth preparedness and participation.
Support to UNICEF Kyrgyzstan
- Assist in high-level advocacy and national climate analysis.
- Help define costed targets and indicators aligned with NDC 3.0.
Qualifications
- Master’s or postgraduate degree in Climate Change, International Development, Public Policy, or related field.
- Minimum of 5 years’ relevant experience in climate policy, environmental science, or public policy.
- Demonstrated experience in stakeholder engagement and multisectoral workshop facilitation.
- Excellent English communication skills (Russian language skills are an asset).
- Proven experience in training, toolkit development, and creating guidance materials.
